The normal way ads are placed on a site is via key word targeting. First you place the java code on your web page, that says I want an ad in this location. Advertisers bid for key words, if Google finds that word on your page the ad shows up in place of the java code. If another advertiser bids more money then their ad shows up instead of the previous one. Thats good, because it means that the highest bidding ad shows up on your page which translates into more money in your pocket. However if no one ever picks that ad than google will either swap it out for another, or ask for more money from the advertiser ~ that's good. So if an advertiser wants their ad on a page which covers SEO [Search Engine Optimizer] and you cover that topic, their ad will show up ~ if they out bid all the other advertisers.

Any way; advertisers can also find your site and target it to run their ads. So regardless of key words their ads will show up on pages with in your site. But before they show up they have to out-bid any text [key word] related ad. Which means that if you see a site targeted ad on your page they are bidding more then the context related ad that would have been there. Again, this is a good thing because higher bidding ads pay better. It's all about ad space and competion based on the highest bid.
