1. Develop your web site
2. Add your site to the Open Directory Project [ODP], http://dmoz.org.
--- ODP is used by Google, and all other Search Engines as a base for their directories
3. Start a blog [if you have time] on blogger and point to your site
--- Blogger is owned by Google [www.blogger.com/]
4. Use Google Site Maps to get a site map listed
--- A list of all the pages on your site.
5. Post a link to your site out in one of the many Newsgroups
--- Google Groups is run by Google.

It takes several months to get listed on the ODP, so do that first [longer if the category does not have an editor]. List of different search engines
The blog is only a good idea if you have a lot to write about.
Many people still read the News groups.
Any time I posted a 'Here's my site', I received 300 hits over the weekend.
Post on a Friday night, most people read them over the week ends

Note that although I've indicated to try and get listed on the ODP.
Just submit the site and don't worry if you get listed, some people are waiting years.
